If height is 9-12 ft and floor area is still 120 sq ft or less, the structure must sit at least 5 ft from the property line. Maximum width or length is 16 ft, and the building must stay out of maintenance easements and PUEs.
Critical for saunas: electrical or plumbing added to an exempt detached structure still requires a miscellaneous permit. A small cabin is not permit-free once power is run.
In the City of Sacramento, a building permit is generally not required for a one-story detached accessory with floor area not greater than 120 sq ft. Permits are still required for electrical, mechanical, and plumbing systems.
